What the heck is the difference between a Core i3, Core i5, and Core i7?? What do these terms mean?

A co-worker is asking me what is a good cheap laptop he can get for his wife, who only uses the computer for web browsing/banking and maybe uploading some pictures from her phone onto her computer.

He asked me if an i3 processor was any good or if he should go higher.

I live in Canada, could anybody help me find a cheap ish option for him since I don’t believe they’ll use this laptop for much more than facebook and online banking?

I was using i5-6200U 2 cores, 4 threads, 2.3Ghz base, 2.8Ghz boost (mobile)
I changed to i3-8100 4 cores, 4 threads, 3.6Ghz (desktop)
Based on intel’s site, my old i5 should have more than double of my i3 price. Personally I dont need a lot of cpu power so Im ok with both, but is it considered an upgrade?

People buying i3s are more likely to care about the integrated graphics because they’re obviously on a restrained budget, but they might play some games with it. They would appreciate whatever gaming they can get out of the integrated graphics.
If somebody in the market for an i7 needs much 3D graphics performance, whether it’s for games or for work, they’ll be buying a discrete GPU according to their requirements. I would think nearly every i7 customer would prefer that the CPU’s transistor budget be focused on things that make the CPU faster, not graphics. They’ll buy discrete hardware if basic graphics isn’t enough for the machine’s application.
